About the INCLUDE Project
In April 2024, SNV started the Inclusive Livestock Development for Smallholder Farmers (INCLUDE) project, funded by the Royal Netherlands Embassy in Uganda. This five-year initiative aims to enhance the resilience of 75,000 smallholder livestock farmer (SHF) households in the Busoga, Rwenzori, Greater Ankole, and Kigezi subregions. Building on the Integrated Smallholder Dairy Programme (2021-2024), INCLUDE adopts a comprehensive farming systems approach, integrating dairy cattle, sheep, goats, poultry, and pigs with crop cultivation. Using the Participatory Integrated Planning (PIP) methodology, the project aims at transforming subsistence farms into sustainable enterprises, involving all family members in strategic planning and execution. Additionally, INCLUDE will extend the parent-led school milk programme to Busoga districts and will collaborate with policymakers to develop and implement inclusive livestock policies, that contribute to broader agricultural sustainability.
Purpose of the Study
Poultry and piggery are crucial to the livelihoods and food security of rural households in Uganda. This study aims to assess their contributions to households in 21 Districts in Rwenzori, Greater Ankole, Kigezi, and Busoga subregions, their interaction with the various farming systems and their overall impact on poverty reduction, resilience and sustainable farming for SHF. Although various studies highlight the benefits of poultry and piggery, there is limited information specific to these subregions. Understanding the extent to which youth and women harness these benefits is also unclear. This study seeks to provide detailed insights, enabling SNV to develop targeted strategies to enhance poultry and pig production, productivity, and trade.

Scope of the Assignment
Geographical Scope: The study will focus on the Rwenzori (Fort Portal City, Kabarole, Bunyangabu, Kyenjojo, Kyegegwa, and Kamwenge), Kigezi (Kabale, Rukiga, Rukungiri, Rubanda, Kanungu, and Kisoro), Greater Ankole (Mitooma, Bushenyi, Rubirizi, and Buhweju), and Busoga (Kamuli, Kaliro, Buyende, Luuka, and Jinja) subregions.
Statistical Scope: The study will include:
Quantitative data on poultry and pig populations, productivity, and economic value at the household level.
Qualitative interviews and focus group discussions to explore the social and cultural aspects of poultry and piggery. Participatory methods will be employed extensively.

Duties and Responsibilities

Objectives of the Study

  • Identify common poultry (types and species) and pig breeds reared by smallholder farmers in different subregions, ranking poultry species and pig breeds by importance in relation to productivity and contribution of HH food security and income.

  • Assess and examine current methods of rearing (management style) poultry and pigs including financial aspects of poultry and piggery management as well as the factors influencing these choices.

  • Explore gendered preferences in poultry and piggery and the drivers of these preferences in different subregions.

  • Evaluate and document the economic and nutritional contributions, social, and cultural significance of poultry and piggery to household income and livelihoods.

  • Identify challenges faced by poultry and piggery keepers and their impact on livestock and household well-being.

  • Identify the local government support to poultry and pig farmers including current Government technical and financial support schemes.

  • Identify organisations that have tried to intervene in addressing challenges in the poultry and piggery sector in the target areas and document lessons learned.

  • Establish and document traditional/innovative efforts applied by poultry and piggery farmers in the target areas.

  • Assess complementarities between poultry and piggery, and other enterprises in smallholder households.

  • Provide evidence-based recommendations for policymakers to enhance the role of poultry and piggery in sustainable SHF farming.

  • Identify development opportunities and gaps in the poultry and piggery value chains that SNV can explore to build household resilience.


Expected Deliverables

  • A technical proposal outlining the understanding of the assignment, strategy, and approaches, including technical expertise and capabilities.

  • A detailed financial proposal indicating the resources required for the study.

  • After contract awarding a comprehensive report with research findings, data analysis, key observations, cost price assessment of the different production methods and conclusions.

  • Evidence-based recommendations for SNV, policymakers, and stakeholders to enhance the role of poultry and piggery in household livelihoods and rural development.

  • Supplementary materials such as questionnaires, interview transcripts, and raw data.

Qualifications and Competencies

  • Demonstrable expertise in livestock development and assessment initiatives, especially in the targeted areas.

  • Track record in developing and conducting various types of evaluation including qualitative and quantitative data collection.

  • Experience in managing and coordinating evaluation/research exercises, delivering agreed outputs on time and on budget.

  • Experience in data collection and analysis using participatory methodologies.

  • Previous experience working with communities using participatory approaches.

  • Excellent and demonstrated understanding of ethical issues in research.

  • Ability to work with communities in relevant local languages would be an advantage.

  • Strong quantitative data entry and analysis skills and previous experience using statistical analysis software.

  • Ability to respond to comments and questions in a timely, appropriate manner.

  • Ability to draw conclusions and to write high quality, clear, concise reports in English



Period of Assignment

  • The assignment is expected to be completed within 60 working days from the contract signing.


Reporting

  • The research team will provide regular progress updates to the Livestock (poultry and piggery) Advisor on behalf of SNV, culminating in a final report with findings and recommendations.


Budget

  • The study budget will be based on the scope of work, including data collection, analysis, logistics, and reporting, detailed in the study proposal.


Ethical Considerations

  • The study will adhere to ethical guidelines, ensuring confidentiality and obtaining informed consent from respondents before conducting interviews or surveys.
