Job Description

Job Summary: The Organisational Development Advisor is responsible for
Supporting civil society in the areas of organisational development, e.g. on topics like evidence-based advocacy, monitoring and evaluation, income diversification, CSO management and technical topics covered through the EU’s MIP.
Advising CSOs and District Local Governments on how to improve participation of CSOs in development processes including the use of digital formats.
Enabling CSOs to represent the interests of the communities they serve as well as to fulfill their role as independent civil society actors more effectively.
Planning, implementation, monitoring and reporting on activities in line with the mandate of the programme
Providing advice to CSOs on navigating and complying with regulatory framework and assisting CSOs in understanding legal obligations, including registration, reporting, and operational requirements
Duties and Responsibilities
Strategic and conceptual work:
Support the line manager in the strategic alignment of interventions with the programme’s goals.
Maintain existing partnerships with CSOs and establish new partnerships with CSOs, where applicable.
Maintain partnerships with district local government officials, and/or establish new partnerships, and identify potential areas of cooperation.
Maintain and identify new entry points for CSOs’ participation in domestic development and Local Government service delivery processes.
Cooperate closely with the technical advisors in the programme and other GIZ programmes.
Operational work:
Conduct Organisational Capacity Assessments (OCA) with new partners, if applicable.
Provide technical support to the development and implementation of different cooperation modalities with partners.
Provide technical advice to CSOs in the monitoring of the NDP III and government programmes such as the Parish Development Model.
Support CSOs in drafting position papers and implementing accountability tools for the generation of evidence-based input into participation processes and dialogue formats.
Strengthen the coordination of CSOs among each other.
Support CSOs in the piloting of digital solutions in cooperation with other responsible programme staff.
Provide technical advice on mainstreaming of cross-cutting issues including gender, youth, empowerment of marginalised groups and other cross-cutting issues.
Communication:
Ensure regular, transparent and pro-active communication within the team, including administrative staff, and with other programme components.
Ensure an open, timely and smooth communication with programme partners and other respective GIZ partner programmes.
Represent the programme together with the line manager in close cooperation with all relevant actors active in the programme.
Ensure visual documentation of activities, collection of stories and other relevant material with the appropriate consent and contribute to the programme’s external communication and representation.
Administration and Reporting:
Active participation in exchanging experiences and lessons learnt with other colleagues.
Provide timely input to M&E and reporting requirements including means of verification.
Take over administrative tasks for a smooth implementation of the programme in coordination with the administrative officer and line management.
Provide relevant information to the line management for financial monitoring
Plan and organise regular travels to programme districts.
Support partners in the administrative implementation of meetings, workshops and similar interventions.
Other Duties/Additional Tasks
Deputize for other technical advisors in the programme.
Actively contribute to the digitalisation programme processes.
Ensure that all tasks are executed in alignment with the regulations of GIZ and with the data protection regulations of Uganda, Germany and GIZ.
Perform other duties and tasks at the request of management.
Qualifications and Competencies
Bachelor’s Degree in in Law, Political Science, Social Science or Development Studies or a related field.
Four years professional experience in organisational development and civil society participation.
4 years working experience with civil society organisations and governmental institutions.
Experience and/or ability to work in an intercultural team.
Experience in qualitative and quantitative research, data collection and data analysis.
Professional experience in results-oriented project planning, monitoring and evaluation.
Experience in the design and steering of change processes.
Experience in the design and facilitation of workshops and trainings.
Knowledge and experience in gender mainstreaming, empowerment of youth and marginalised groups.
Professional proficiency in English, knowledge of local languages (Runyakore, Rukiga) is an added value.
Excellent people skills and ability to negotiate between different stakeholder groups.
Excellent working knowledge of Microsoft Teams, Sharepoint, Microsoft Word, Outlook, Excel and Powerpoint.
Self-drive, creativity, and problem-solving capacity are required.
Able to work independently, responsibly and target oriented, including under remote management.
Flexibility to work at different locations in different (mobile) conditions and extensive travel throughout Uganda.
