About the Organisation
CNOOC International is one of the largest oil and gas companies in Uganda's energy sector and owns one-third interests in each of Exploration Areas (EA) EA1/1A, EA2 and Kingfisher. Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.
These blocks, located in the Lake Albert Rift Basin, are in one of the most promising basins for oil and gas resources in Africa.
In 2016, development and production licenses for eight oil fields in the EA 1 and EA 2 blocks were issued by the government. In 2017, the front-end engineering design (FEED) of the blocks was initiated and the intergovernmental agreement for an oil pipeline was signed and the FEED was completed.
CNOOC International also completed the FEED for ground construction and drilling on block EA 3A in 2017.

Job Description

Primary function:
Responsible for the overseeing the oilfield onsite safety, environmental and health management.
Responsible for implementing HSE regulation, and identify potential hazards to mitigate accidents or incidents happening
Duties and Responsibilities
Lead on execution of pre-production preparation during the project period.
Participate in engineering work, audit, and provide technical support and advice related to safety during design, construction, and pre-commissioning.
Responsible for the Emergency response as per the Emergency Response Plan and liaise with the oilfield manager to carry out emergency handling and identify preventive measures.
In charge of oilfield onsite safety, environmental and health regulation implementation.
Audit HSE precaution method used by the work team and supervise work safety.
In charge of QHSE equipment management, supervise and ensure all systems and equipment comply with safety regulations.
Manage and supervise the safety of all onsite operations, organize safety situations, analyze and prepare precautions
Lead on reporting unsafe behaviors, near misses, accidents and incidents onsite and cooperate in accident and incident handling and audit.
Monitor and review regular site performance through weekly inspections and audits, including assessment of all risk assessments and Method statements ensuring company policies and procedures are implemented. Review and approve all the QHSE-related equipment purchase requirements.
Coordinate Kampala QHSE team to prepare QHSE-related annual work program and CAPEX/OPEX budget, and supervise their execution properly.
Responsible for QHSE-related contractor onsite management.
Responsible for organizing onsite QHSE relative training and drilling and conduct onsite national staff training program and career development.
Perform other tasks assigned by superior.
Qualifications and Competencies
Bachelor's degree or above in Safety Management, Petroleum Engineering or the related.
At least 8 years of experience in the upstream Oil and Gas Industry including 6 years of oilfield onsite experience and at least 1-year as a Safety supervisor onsite.
Crisis Management and Emergency Response experience in Oil & Gas production operations. Certification in Safety Engineering is required.
Knowledge:
Extensive knowledge of International QHSE laws, regulations and Standards including China.
Good understanding of CNOOC HQ's QHSE policy. Extensive knowledge of QHSE management in the Upstream Oil & Gas Industry.
