About the Organisation
CNOOC International is one of the largest oil and gas companies in Uganda's energy sector and owns one-third interests in each of Exploration Areas (EA) EA1/1A, EA2 and Kingfisher. Our partners are Total E&P Uganda (33.3%) and Tullow Oil (33.3%). CNOOC International operates the Kingfisher production license.
These blocks, located in the Lake Albert Rift Basin, are in one of the most promising basins for oil and gas resources in Africa.
In 2016, development and production licenses for eight oil fields in the EA 1 and EA 2 blocks were issued by the government. In 2017, the front-end engineering design (FEED) of the blocks was initiated and the intergovernmental agreement for an oil pipeline was signed and the FEED was completed.
CNOOC International also completed the FEED for ground construction and drilling on block EA 3A in 2017.

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and Production Company, and the Operator of the Kingfisher Discovery Area located in Kikuube District, in the Albertine-Region.
CNOOC Uganda Ltd requires the services of a suitably experienced and qualified CONTRACTOR to provide KF Oilfield Maintenance and) Inspection service as outlined in the scope of work below,
SCOPE OF WORK
Provision of technical service including mechanical & electrical & Instruments equipment maintenance service, the small-scale welding renovation service, the design support services, etc with qualified technical specialist and critical equipment Original Equipment Manufacturer (OEM) service engineers and other manpower to maintain and repair the oilfield production facilities and equipment
Supply special maintenance tools and service for PSV calibration, F&G devices calibration and Pipeline inline cleaning.
Supply on-call service for pressure vessel inspection, storage tank inspection, heater boiler, crane and flow meter calibration. Detailed SOW shall be shared with bidder that shall have passed pre- qualification stage.
Minimum Requirements
Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector,
Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the international industry standards
Performance and/or provision of similar services for at least 8 years for an international Oil Company, in oil and gas industry,
Suitably qualified and experienced personnel with at least 10 years' experience for the specialist roles under the disciplines of mechanical, welding, electrical, instrument fire and gas system inspection, safety instrumented system inspection,
Operational capacity to provide the scope of services and equipment in a given package:
Financial capacity to undertake the eventual contract and proof of
Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
Possession of relevant certification censing from national and International bodies
Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations.
Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance
Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void. Fully completed PQ documents shall be submitted on or before 1600hrs/4pm (EAT/GMT+3) of 16 August, 2024 (Closing Date & Time) Request for Proposals wil be issued to those who have successfully passed the Pre-qualification stage.
LATE SUBMISSIONS SHALL BE REJECTED
