Job Description
USAID/Uganda is seeking offers from qualified Ugandans to provide personal services under contract as Project Management Specialist (Humanitarian Assistance Policy Advisor)
Duties and Responsibilities
Project Planning and Implementation: Develop project plans, timelines, and budgets for HIV/AIDS care and treatment initiatives. Coordinate with stakeholders to ensure effective implementation of activities to achieve project goals and objectives.
Monitoring and Evaluation: Establish monitoring and evaluation frameworks to track progress, measure outcomes, and assess the impact of HIV/AIDS care and treatment programs. Collect and analyze data to identify areas for improvement and inform decision-making.
Stakeholder Engagement: Build and maintain relationships with government agencies, NGOs, community-based organizations, healthcare providers, and other stakeholders involved in HIV/AIDS care and treatment. Collaborate on program implementation, resource mobilization, and advocacy efforts.
Capacity Building: Provide technical assistance, training, and capacity-building support to healthcare workers, community health workers, and other personnel involved in delivering HIV/AIDS care and treatment services. Ensure adherence to best practices and guidelines.
Quality Assurance: Implement quality assurance mechanisms to ensure the delivery of high-quality HIV/AIDS care and treatment services. Develop standards, protocols, and guidelines for service delivery and conduct regular assessments to ensure compliance.
Resource Management: Manage project resources, including human resources, finances, and supplies, to ensure efficient and effective utilization. Monitor expenditure against budgets and identify opportunities for cost-saving measures.
Risk Management: Identify potential risks and challenges associated with HIV/AIDS care and treatment projects and develop mitigation strategies to address them. Proactively manage risks to minimize disruptions and ensure project success.
Documentation and Reporting: Maintain accurate and comprehensive project documentation, including progress reports, activity logs, and financial records. Prepare and submit timely reports to donors, government agencies, and other stakeholders as required.
Advocacy and Awareness: Advocate for policies and programs that support access to HIV/AIDS care and treatment services, including prevention, testing, treatment, and support services. Raise awareness about HIV/AIDS-related issues and promote stigma reduction efforts.
Community Engagement: Engage with affected communities, key populations, and individuals living with HIV/AIDS to ensure their voices are heard and their needs are addressed in project planning and implementation. Foster community participation and ownership of HIV/AIDS care and treatment programs.
Qualifications and Competencies
Education: A bachelor's or master's degree in public health, international development, social sciences, or a related field. Specialization or coursework in HIV/AIDS prevention, care, and treatment is preferred.
Experience: Demonstrated experience in project management, particularly in the field of HIV/AIDS care and treatment. Experience working with international donors, implementing partners, and government agencies is highly desirable.
Technical Skills: Proficiency in project management methodologies, tools, and software. Knowledge of HIV/AIDS care and treatment guidelines, protocols, and best practices. Familiarity with monitoring and evaluation techniques and data analysis software.
Interpersonal Skills: Strong interpersonal and communication skills, with the ability to effectively engage with diverse stakeholders, build consensus, and foster collaboration. Cultural sensitivity and empathy towards individuals affected by HIV/AIDS.
Leadership Abilities: Proven leadership skills with the ability to motivate and inspire teams, delegate tasks, and lead by example. Experience in mentoring and coaching staff to enhance their skills and competencies.
Adaptability: Flexibility and adaptability to work in dynamic and challenging environments, including remote or resource-limited settings. Ability to multitask, prioritize competing demands, and remain calm under pressure.
Problem-Solving Skills: Strong analytical and problem-solving abilities to identify issues, develop innovative solutions, and make informed decisions. Ability to think strategically and anticipate future challenges.
Ethical Conduct: Commitment to upholding ethical standards, confidentiality, and respect for the rights and dignity of individuals living with HIV/AIDS. Adherence to professional codes of conduct and organizational policies.
Language Proficiency: Proficiency in English is typically required, and proficiency in other languages relevant to the project's location may be beneficial.
Commitment to Equity and Inclusion: A commitment to promoting equity, diversity, and inclusion in all aspects of project management, including ensuring access to HIV/AIDS care and treatment services for marginalized and underserved populations.
